Ryan Woodman, Oli Andrew and Adam Williams all started while Morgan Lloyd and Joe Westwood were second half replacements as Wales fought back from 10-0 down to earn a dramatic bonus-point win.
Scotland struck first in Colwyn Bay through number eight Matthew Deehan, converted by Christian Townsend, with Robin McClintock adding a penalty.
Wales captain Alex Mann began the home fightback with Jac Lloyd converting.
