Dragons RFC full back Huw Anderson made it two tries in two games but Wales suffered a 28-7 defeat to England in the Under-20 Six Nations.
The hosts started fast with three first-half tries through Alex Wills, Archie McParland and Ioan Jones to take a 15-0 lead.
Wales responded through full-back Anderson after good work from Dragons RFC team-mate Harri Ackerman.
But two second-half penalties and a try by replacement Scott Kirk sealed the win at the Recreation Ground.
Walker Price, Harry Rees-Weldon, Ackerman and Anderson all stated the game while Dragons RFC team-mates Nick Thomas and Jordan Morris were second half replacments in Bath.
