Former Ysgol Gyfun Gwynllyw pupil Owen was a stand out performer for Wales U18s before stepping up and becoming a consistent performer for Wales Under-20s in their Six Nations campaign in 2019 and went to the World Rugby Junior Championships in France in the summer of the same year.

Owen figured prominently for Ebbw Vale in his first season of senior rugby in the Principality Premiership before making his mark at the Men of Gwent.

He made his senior debut for Dragons in December 2020 off the bench against Bordeaux-Begles in the Heineken Champions Cup and made a first league start for the region against Leinster in February 2021. Since then Owen became a regular in the squad after impressing throughout the 2020/2021 and 2021/2022 seasons before an injury disrupted 2022/2023 campaign. 

Owen was named as a vice captain for the 24/25 season and led his side out for the first time during the European Challenge Cup clash against Lions in January 2025. 

The centre was named Coaches' Player of the Season for 24/25, before scoopping both the Tony Brown and Players' Player of the Season Awards in the 25/26 season, during an impressive year which saw him score a brace against Montpellier in Dragons' European Challenge Cup semi-final.
